Pet Licenses
The Village of Windthorst has lifetime licenses for pets. Licenses must be obtained within 14 days of possession of the pet, or within 14 days of the pet turning 6 months old. The license fees are $30.00 for a non-sterilized pet or $15.00 for a sterilized pet. Pet license forms can be obtained from the Village Office or from the attachment below. Once the form is filled out and the fee is paid, a tag will be issued for your pet.
Building Permits
Building and demolition permits are required within the Village. Before construction or demolition begins, an application must be submitted to the Village Office with the necessary supporting documents and the $50.00 application fee. The Village will then send your application to our Licensed Building Official, RC Inspection Services. The LBO will complete a plan review which will be sent back to the Applicant and the Village outlining the mandatory inspections and fees for those inspections. The Villages Building Permit fees are $3.00/$1000.00 of construction value, minimum $50.00 fee. Once all fees are paid in full, the permit will be issued and construction may begin.
Once the permit is issued and construction begins, the property owner is responsible for notifying the Building Official when construction is at the point of requiring an inspection. Failure to provide notice and ensure that all inspections are scheduled and completed will result in an order from the building official to uncover work so it can be inspected, at the owner’s cost.

What requires a building permit?
A building permit is required whenever work regulated by the Act and Regulations is to be undertaken and shall include, but not limited to:
- New building construction, including garages, decks, and modular homes
- Structural changes to existing buildings, including solar panels
- New and ready to move (RTM) buildings
- Demolition, repair, relocation, alteration or addition to an existing building or structure
- Change of occupancy or use of an existing building
- Accessory buildings larger than 10 sq meters (100 sq ft)
- Decks over 200mm (8 inches) above grade and roof enclosures over existing or new decks
- Basement development in existing or new buildings
What may not require a building permit?
- Fences
- Detached structures under 10 sq meters (100 sq ft)
- Decks less than 200mm (8 inches) from the ground
- Replacing shingles
- Replacing siding, stucco, soffits, and fascia
- Replacing same size windows and doors
- Interior non structural work (painting, patching, floor covering, cabinets

Business Licenses
- The name and address of the owner;
- The name and phone number of the owner and contact person (if different);
- The registered business name;
- The operating business name;
- The nature of the business for which the application is required;
- The place where the business is to be carried on.
The application must be accompanied by the prescribed licensing fee.
