The Village of Windthorst manages the Water & Sewer Utility inside the Village limits. Our water system is tested daily at the Water Treatment Plant and samples are sent bi-weekly to the Roy Romanow Provincial Lab in Regina for testing to ensure the water is safe and within the regulatory limits.
Every residence and business is equipped with a water meter that is read quarterly by Village staff. Utility billings are generated with the readings and then mailed out. On the first billing of a new calendar year, there is an additional $20.00 fee for back-alley irrigation water use. This fee applies to all properties that have a back-alley water connection. Residents of Windthorst have the opportunity to prepay their utilities for the year before April 30 and receive a $50.00 discount.
In order to have your water & sewer services hooked up or disconnected, please fill out the Connect/Disconnect Form that is linked below and submit it to the Village Office.
All Utility accounts stay in the property owner's name. No accounts will be opened in the name of the property's tenants.

9,000 gallons or less Minimum - $160.00
9,001 to 9,999,999 gallons $ 7.50 per 1000 gallons
Meter charges - per user $ 10.00 per quarter
Quarterly Sewer Service Charges
Residences and all others $ 85.00 per quarter
